Assemblywoman Gina Sillitti is proud to announce that restaurants will be able to use municipal space for outdoor dining for another year!

During the 2021 legislative session, I worked to pass legislation extending the use of municipal spaces for outdoor dining for an additional year, which the governor recently signed into law (Ch. 298 of 2021). Our restaurants are the backbone of our downtowns and our communities, and they need every ounce of support to get back on their feet.
Restrictions were put in place and sacrifices were made to protect our fellow New Yorkers. Unfortunately, our local businesses suffered greatly. This popular use of sidewalks and streets for outdoor dining has offered critical lifelines for restaurants and bars throughout the COVID-19 pandemic. The state of emergency may be over now, but by allowing restaurants to continue using these spaces for another year, our hope is that this new law will give them much-needed time to recover from the financial hardships of the pandemic.

Nassau County Restaurant Recovery Grant Program Announces New Eligibility

Nassau County has expanded the restaurant grant program it announced in November, to include banquet halls and meeting halls run by veterans and other charitable or religious organizations with catering staff of 50 or fewer.
Originally, the County’s $2.3 million COVID relief program was limited to restaurants with 50 or fewer employees. The program provides grants of between $5,000 and $10,000 depending on the size of the workforce. So far, $1.7 million has been issued to more than 200 restaurants.
While restrictions are beginning to ease, these smaller venues may take longer to recover. The expansion of the grant program to include catering and meeting halls will provide a much-needed lifeline to these businesses.

To apply to participate in the third Small Business School Challenge, a national virtual business innovation and consulting event pairing real small business owners with teams of MBA students to create new strategies to succeed, open now through March 25th.
Ideal applicants are small business owners in any industry with 3-30 employees who could benefit from strategy and support to improve their current business and overcome the challenges they’re facing.
Business owners from our previous events rated the SBSC 9.5/10 and have shared that implementing the ideas and strategies their teams created meant hiring back staff, launching new products or services, growing their digital sales channels, and expanding into new markets. They valued the overall support received at more than $3,000.

Raising the Bar Restaurant Recovery Fund
The Empire State Development announces the “Raising The Bar” Restaurant Recovery Fund with more than $3 Million in Grant Funding available through Financial Support Led by Diageo North America and supported by Coastal Pacific Wine & Spirits, and implemented by the National Development Council. Eligible Restaurants can receive up to $5,000 to assist with COVID-19 Safety Measures. Applications will begin being accepted on January 11, 2021.

Nassau County Restaurant Recovery Grant Program
On November 18, 2020, Nassau County Executive Laura Curran announced the County’s new Restaurant Recovery Grant Program (RRGP). The program is intended to support full-service restaurants – the industry hit hardest by the pandemic – during the winter months when outdoor dining is limited and as restaurants adjust to New York State’s COVID-19 safety restrictions and new mandates.

Eligible Businesses
- Full-Service Restaurants (NAICS code 722511), or establishments engaged in providing food services and meals prepared on-premises to patrons who traditionally order and are served while seated (i.e., waiter/waitress service), including on-premises food and drinking establishments licensed through the State Liquor Authority (SLA)
- Minority- and Women-Owned Business Enterprises (M/WBEs) are encouraged to apply
General Eligibility
- Located in Nassau County
- In operation on or before March 1, 2019

For Immediate Release– The Small Business School, in partnership with MBA students from NYU – Stern School of Business and 14 other top universities nationwide, are responding to meet the needs of small businesses devastated by the current crisis by hosting the second Small Business School Challenge, a 48-hour virtual design thinking workshop to help strategize and guide small businesses during this pandemic.
“A future without small local business, where only the large chains survive this crisis, is a very bleak future indeed”.
What started as a grassroots effort to help connect small business owners reeling to adapt and make changes to their business to stay afloat has turned into a nationally coordinated campaign and nonprofit-in-formation bringing together hundreds of MBA students and business leaders to team up with small business owners and put their collective business acumen to work on their behalf.
Commitments of support have already come in from more than a dozen institutions such as Dartmouth, Georgetown, and Yale SOM. The MBA students are being challenged to focus on preparing these businesses to thrive through the coming downturn, not just survive. The students are in competition to create the most viable and innovative strategies for their business owner clients, but it’s the business owners who truly benefit from awarded prize money, resources from corporate sponsors, and personalized support over the 2-day event.

As an MBA grad and co-founder of LifeWork, my team and I felt ideally placed to put together an event to bring the strategy and support of MBA students and business leaders from across the country to the small businesses who need it right now,” shares SBSC CoFounder David Corfield”.
The first SBSC event in May hosted 150 small business owners who were supported by 450 MBA students and 100 business leaders and mentors, including a keynote from Seth Godin. Grants for Food and Beverage Small Businesses
During these past months, the LIFC has had the opportunity to discuss with its members and experts around Long Island, the pressing needs of food and beverage businesses that are navigating this challenging time. We are working to find and share information and opportunities that can help companies adapt to the current situation. We encourage businesses to be innovative in raising fundraising opportunities while taking advantage of existing sources to raise capital. Please see below loan and grant opportunities that could benefit women business owners, farm owners, and small business owners:
The Amber Grant
The Amber Grant is a small business fund for women-owned businesses that recently increased its awards to $4000 to one woman business owner every month. The Women’ sNet Fund provides this Grant. One winner will also be awarded an additional $25,000 in November of 2020. The Amber Grants began in 1998. It was launched by WomensNet to honor the memory of a young woman, Amber Wigdahl, who died at the age of 19 before she could fulfill her entrepreneurial dreams.
Eligible applicants for this Grant are women business owners, and there are no expectations of repaying the fund. Accompanying the application should be the “story” behind your business. There is a $15 application fee. Requests are reopened at the beginning of each month, and one winner is announced towards the end of the month. Apply here.
The B & I CARES Act Program
The B & I CARES Act program offers loan guarantees to rural businesses and agricultural producers that are not eligible for USDA Farm Service Agency loans. Loans must be used as working capital to prevent, prepare for, or respond to the effects of the coronavirus pandemic. The deadline to apply is September 15, 2021, or until funds made available for this purpose are expended.
Requested loans may be used only to support rural businesses, including agricultural producers, that were in operation on February 15, 2020. Individual borrowers must be citizens of the United States or reside in the U.S. after being legally admitted for permanent residence, and private-entity borrowers must demonstrate that loan funds will remain in the U.S (check eligible addresses for Business Programs). There is an initial guarantee fee equal to 2% of the guaranteed amount. There is also an annual renewal fee of 0.5% of the outstanding principal balance calculated on December 31 of each year. However, Reasonable and customary fees are negotiated between the borrower and lender.
Applicants are accepted from lenders through USDA local offices year-round. Interested borrowers should inquire about the program with their lender. Lenders interested in participating in this program should contact the USDA Rural Development Business Programs Director in the state where the project is located. New York Forward Loan Fund (NYFLF)
The NYFLF is an economic recovery loan program aimed at supporting New York State small businesses, nonprofits, and small landlords as they reopen after the COVID-19 outbreak and NYS on PAUSE.NYFLF targets the state’s small businesses with 20 or fewer full-time equivalent (FTE) employees (90% of all companies), nonprofits, and small landlords that have seen a sharp reduction in rental income. The loans are not forgivable in part or whole. Take into consideration that this is not a first-come, first-served loan program. Applications will be reviewed on a rolling basis as regions and industries reopen.

Application Criteria & Lenders that May Apply for this Program
Eligible participants are owners of small businesses, nonprofits, and small landlords that did not receive a loan from either the U.S. Small Business Administration (SBA) Paycheck Protection Program (PPP) or SBA Economic Injury Disaster Loans (EIDL) for COVID-19 in 2020. The annual interest rate on the loan for small businesses and landlords will be 3%, and nonprofits will have a fixed annual interest rate of 2%.
Repayments are as follows:
● For months 1 – 12: Interest-only payments, paid monthly
● For months 13 – 60: interest and principal payments, paid monthly
● Term: 5 years (60 months)
Eligible Business Groups
Small Business Eligibility consists of:
● Employ 20 or fewer full-time equivalent (FTE) employees for both small businesses
● Have gross revenues of less than $3 million per year
● Have not received a loan from either SBA Paycheck Protection Program (PPP) or SBA Economic Injury Disaster Loan (EIDL) for COVID-19 in 2020
● Have suffered a direct economic hardship as a result of COVID-19 related social distancing policies and stay-at-home order that have materially impacted their operations
● Been in business for at least 1 year as of the date of loan application
● Located in the State of New York
NonProfit eligibility consists of:
● Organized as 501(c)(3) or faith-based organization (cannot be for support of religious worship or activities)
● Employ 20 or fewer full-time equivalent (FTE) employees for nonprofit
● Provide direct services to New Yorkers, for example, daycare services, legal aid, food banks, soup kitchens, after school programs, senior services, educational programs, clothing banks
● Have an annual operating budget of less than $3 million per year
● Have not received a loan from either SBA Paycheck Protection Program (PPP) or SBA Economic Injury Disaster Loan (EIDL) for COVID-19 in 2020
● Have suffered a direct economic hardship as a result of COVID-19 related social distancing policies and stay-at-home order that have materially impacted their operations
● Been in operation for at least 1 year as of the date of loan application
● Located in the State of New York

● NY Small Business Development Centers (SBDC): The New York Small Business Development Center (NYSBDC) provides small business owners and entrepreneurs in New York with the highest quality, confidential business counseling, training, and business research at no cost.
● Entrepreneurship Assistance Centers (EAC) Contact List: Entrepreneurship Assistance Centers (EAC) provide instruction, training, technical assistance, and support services to new and aspiring entrepreneurs in local communities statewide.
● Community Development Financial Institution (CDFI) Contact List: CDFIs are local financial service providers with locations throughout New York State, and often are the sole provider of banking and other financial services in communities that are not served by traditional banks and financial institutions.
● COVID-19 Business Mentor NY Volunteer Task Force: New York State, business leaders, and law firms that have partnered to enlist industry volunteers to help businesses with guidance on loan applications.
Phase Three Re-Opening Guidelines
The Governor’s Office has released the guidelines and business safety templates for industries allowed to reopen in phase three.

Eligible businesses must complete a safety plan to be kept on-premise; a suggested template can be found here.

Additionally, the Federal Reserve Board announced revisions to the Main Street Lending Program which compliments the SBA’s PPP program. This will make it possible for more small and midsize businesses to receive financial support when the program opens, including lowering the minimum loan from $500,000 to $250,000. Learn more here.

Explore Global NY’s Export Assistance Programs
With representatives around the world and programs offering export funding and assistance, Global NY helps New York businesses enter or expand their presence in the global marketplace. Global NY programs connect companies with sales agents and distributors abroad and offset the costs of exporting with grants and loans. Global NY currently services the following markets: Canada, China, Europe, India, Israel, Mexico, Europe, South Africa and South America.
Export Marketing Assistance Service (EMAS)
This no-cost service helps NYS small businesses explore selected international markets to find sales agents, distributors and local market intelligence. Learn more about eligibility and how to apply here.
Global NY State Trade Expansion Program (STEP)
Through the STEP program, NYS small businesses may apply for up to $13,000 in grants to begin exporting or increase their global exports. Learn more about eligibility and how to apply here.
Global NY Grant Fund Program

The Canton Fair, sponsored by the China Foreign Trade Centre (Group), has won its renown of “China’s No. 1 Fair” for its longest history, the largest scale, the most complete exhibit variety, the biggest buyer attendance and the greatest business turnover in China. It will take place from June 15-24.
Among over 150,000 types of products, there are not only traditional preponderant products of light industry, textiles and garments but also high-tech and high value-added electromechanical products. The Canton Fair also attracts buyers from all over the world. More than 180,000 professionals from over 210 countries and regions.
NYS Reopening Business Guidance
Businesses in each region will re-open in phases. Re-opening refers to non-essential businesses and business activities. Essential businesses and business activities that are open will remain open.
The guidelines below apply to both non-essential businesses in regions that are permitted to re-open and essential businesses throughout the state that were previously permitted to remain open.
Eligibility for reopening will be determined by health metrics for each region.
