The Long Island Food Council welcomes back the NYS Liquor Authority for yet another in-person industry event. The meeting will include a panel discussion with Chairman Vincent Bradley, the featured speaker, and his team. In addition, NYS Agriculture and Markets representatives and the Nassau and Suffolk County health departments will participate. Join us for this signature event while enjoying a delicious breakfast.

If your business deals with the manufacture, distribution, or sale of alcohol in New York this meeting is for you.

The SLA has two main functions: issuing licenses and permits and ensuring compliance with the Alcoholic Beverage Control Law. The SLA works cooperatively with licensees, applicants, local law enforcement agencies, community groups, and our other partners across the state to ensure the industry is regulated in a fair and consistent manner.

In addition to the Liquor Authority, we will be joined by NYS Agriculture & Markets and the Nassau and Suffolk Department of Health Services.

NYS Ags & Markets provides a vital service to people across the state by working to ensure that New York State’s food and feed supply is safe to consume. From licensing businesses and conducting inspections to collaborating with partners on new and innovative approaches to food safety, this work is critical to ensuring that the safety of the food supply is maintained from producer to consumer.

The Food Protection Program through the Department of Health is responsible for regulating retail food and beverage operations. The purpose is to protect public health by establishing safeguards for controlling food and preventing the consumption of unwholesome, adulterated, or otherwise unfit food.

Jodi GiglioJodi Giglio – NYS Assembly

Jodi Giglio was elected to the New York State Assembly on November 3, 2020. Her district includes the North Fork of Long Island in Suffolk County, portions of the town of Brookhaven, and the towns of Riverhead and Southold.

Jodi’s experience as a Riverhead Town Councilwoman and proud business owner will undoubtedly position her to represent the people of the 2nd Assembly District well. She is committed to fixing Albany and prepared to help address and change the state’s current fiscal climate; she understands the importance of finding solutions to reduce the state’s significant budget deficit in order to help businesses and taxpayers thrive. Jodi will work to advance legislation that prioritizes the needs of hardworking Long Islanders and ensures taxpayer money is reinvested in Suffolk County. While in Albany, Jodi will fight for measures that cut wasteful spending, make communities safer, create high-paying jobs, and protect the environment.

Prior to being elected to the Assembly, Jodi served on the Riverhead Town Council for more than 10 years. As a small business owner eager for change in local government, she works on behalf of her constituents; her track record speaks for itself. As Councilwoman, Jodi initiated several strategies to save the town and its residents millions of dollars by implementing process improvements and eliminating wasteful spending. As an Assemblywoman, Jodi is ready to expand her role and not only serve the constituents in her district but residents across the state. She is eager to address the state’s crumbling infrastructure, develop initiatives to better train our future workforce, and provide critical care and funding for our most vulnerable residents and veterans.

Jodi is a proud union member of Local 138, International Union of Operating Engineers, and successfully runs a NYS Certified Women-Owned Business Enterprise; she has also been honored by Minority Millennials Inc. as a Woman of Distinction for her positive impact on minorities and youth.

Jodi has been a resident of Baiting Hollow for the last 20 years and is a mother of three. Her experience in the private and public sectors equip her with a unique perspective on how to tackle the state’s toughest challenges, particularly in the wake of the COVID-19 pandemic. She looks forward to promoting common-sense solutions that will restore the power back to the people of New York State and put the economy back on the right track.

Lily M. Fan was nominated to lead the New York State Liquor Authority by Governor Kathy Hochul and confirmed by the New York State Senate on June 10, 2023.  Ms. Fan, the first Asian American woman appointed as a Commissioner of the SLA, has served with the agency since her original confirmation in June of 2018.  She is the first woman to head the agency.
Ms. Fan, a graduate of Yale College and Yale Law School, was born in Hong Kong and speaks fluent Cantonese.  Ms. Fan is a New York City resident who previously served as a member of Community Board 4 in Manhattan in 2015 and served as the Board’s Co-Secretary from 2016 to 2017.
Ms. Fan was previously a lawyer at the law firms of Shearman & Sterling LLP and Morrison & Foerster LLP, specializing in white-collar criminal litigation and securities class actions. She also served as Legislative Counsel for the Standing Committee on Social Services in the New York State Senate in 2010.  After her law practice, she trained as a family law mediator.
Ms. Fan founded Scandobean Productions, a theatrical and film production company, in 2011.  In 2019, Ms. Fan won a Tony Award as co-producer of Hadestown for Best New Musical.  Her documentary film Weiner received the U.S. Documentary Grand Jury Prize at the 2016 Sundance Film Festival. In 2020, another film, The Fight, a documentary about the American Civil Liberties Union, won the U.S. Documentary Special Jury Award for Social Impact Filmmaking.
Ms. Fan is a Member of the Board of Advisors at the Yale School of Drama and a Member of the Yale Law School Fund Board.  She is a member of the New York City Bar Association and the National Committee on United States-China Relations

Bill Crowley was appointed Chief of Staff in the summer of 2023. Previously, Bill served as the Public Information Officer for the New York State Liquor Authority for over a decade, where he oversaw the agency’s public communications. Prior to joining the SLA, Bill held positions at the New York State Workers’ Compensation Board, the Executive Chamber, the New York State Senate, and with the New York State Department of Labor. Bill is a U.S. Navy veteran and a graduate of Cornell University in Ithaca, NY.

For the past 3 years I am the Supervising Food Inspector overseeing Policy and Special Projects.  Over my 30 years with the department, I have worked in Kings, Richmond, Suffolk, Albany and many other counties. I have spent many years conducting food inspections and several years supervising field work and other department projects.

Lisa PotopsinghLisa Potopsingh – Program Manager Suffolk County Dept. of Health Services

Lisa Potopsingh began her career with Suffolk County Department of Health Services in 2006. Lisa began her career by conducting regulatory inspections of food service establishments, food vending vehicles, childcare facilities, and special events with food service. In 2013, she became a Senior Public Health Sanitarian and began supervising sanitarians completing work in a variety of programs in addition to managing the temporary event program. In 2022, Lisa began her current role as an Associate Public Health Sanitarian where she currently serves as the Program Manager for the Food Protection Program as well as the Foodborne Illness Officer for the Bureau of Public Health Protection.

Krista CapelluponKrista Capellupo – Public Helath Sanitarian Nassau county Dept. of Health Services

Krista Capellupo is a Public Health Sanitarian with the Nassau County Department of Health, with dual roles in the Office of Food Protection and the Office of Recreational Facilities. As a supervisor in the Office of Food Protection, Krista oversees field staff that conduct inspections of food service establishments in the mid-Island area. She also works in the Department’s Office of Plan Review and conducts evaluations of new food service establishments for compliance with state and local regulations. In the Office of Recreational Facilities, Krista is the Director for the Department’s Tattoo & Body Piercing Program. Krista is a Certified Health Education Specialist (CHES) and holds a Master’s degree in Public Health (MPH) from Stonybrook University.

James possesses the knowledge of the intricacies of business matters across various industries (including but not limited to food and beverage / restaurant / bar / hotel / event, licensed professionals, business retailers, not-for-profits, manufacturing / industrial, contractors, trade industries, and more) at all phases of the business cycle, and the complexities of commercial real estate transactions, to ensure efficient and comprehensive representation.
