The SLA has two main functions: issuing licenses and permits and ensuring compliance with the Alcoholic Beverage Control Law. The SLA works cooperatively with licensees, applicants, local law enforcement agencies, community groups, and our other partners across the state to ensure the industry is regulated in a fair and consistent manner.

In addition to the Liquor Authority, we will be joined by NYS Agriculture & Markets and the Department of Health Services.

NYS Ags & Markets provides a vital service to people across the state by working to ensure that New York State’s food and feed supply is safe to consume. From licensing businesses and conducting inspections to collaborating with partners on new and innovative approaches to food safety, this work is critical to ensuring that the safety of the food supply is maintained from producer to consumer.

The Food Protection Program through the Department of Health is responsible for regulating retail food and beverage operations. The purpose is to protect public health by establishing safeguards for controlling food and preventing the consumption of unwholesome, adulterated, or otherwise unfit food.

Vincent BradleyChairman Vincent Bradley –

Vincent Bradley has served as Chairman of the SLA since June 24, 2015, where he is responsible for the day-to-day operations of the agency. Chairman Bradley most recently served for seven years as an Assistant Attorney General-In-Charge of the New York State Attorney General’s Poughkeepsie regional office, managing the operations of the office, overseeing attorneys and cases, serving as the regional Public Integrity Officer, and conducting investigations involving consumer protection, illegal business practices and fraud. Prior to joining the Attorney General’s office, Bradley served for ten years as Assistant District Attorney in the New York County District Attorney’s Office, including three years in the Office of the Special Narcotics Prosecutor for the City of New York and later in the Labor Racketeering Unit of the New York County District Attorney’s Office, conducting complex white-collar criminal investigations. Bradley, formerly a Certified Public Accountant, previously worked for Deloitte and Touche, as a litigation associate at the New York based law firm Brown & Wood, LLP, and as Assistant Court Attorney for the New York State Supreme Court, Appellate Division, 3rd Department. Chairman Bradley received a bachelor’s degree in business administration majoring in accountancy from the University of Notre Dame and holds a J.D. from the State University of New York at Buffalo School of Law.

Shannon Kearney SarfohShannon Kearney Sarfoh, General Counsel

Shannon Kearney Sarfoh was appointed General Counsel on January 19, 2023. In this role she oversees Counsel’s Office which provides legal support and advice to the agency including the Board, the Executive Team and all other bureaus. She comes to the SLA from the Office of Albany County District Attorney where she had served since 2001, having held the position of Special Victims Unit Chief since 2009. During her tenure there she prosecuted a wide variety of cases including homicide, domestic violence, sexual assault, child abuse, property crimes, computer crimes and financial crimes. Before joining the District Attorney’s Office Shannon worked at the New York State Assembly. Shannon is a graduate of Siena College and received her Juris Doctor from Albany Law School.

William Crowley – Public Information Officer

Bill has served as the Public Information Officer for the New York State Liquor Authority for over a decade. Prior to joining the SLA, Bill served for three years as Deputy Director of Regulatory Affairs at the New York State Workers’ Compensation Board. Bill previously held positions as a Special Assistant in the Executive Chamber, as a Senior Policy Analyst in the Governor’s Office of Regulatory Reform, as the Governor’s Briefer and as a Legislative Aide in the New York State Senate. Bill began his career in state government in the Department of Research and Statistics at the New York State Department of Labor. Bill is a U.S. Navy veteran and a graduate of Cornell University in Ithaca, NY

Angela MontalbanoAngela Montalbano – Assistant Director, Food Safety & Inspection

Angela is the Assistant Director for the division of Food Safety and Inspection for the New York State Department of Agriculture and Markets. She began her career with the NYS Department of Agriculture and Markets, Food Safety and Inspection in 1990. Angela began working in Brooklyn as a Food Inspector and was promoted to several positions within the division. Throughout her career, she has received numerous recognition awards from the department and external food safety associations.
Angela actively participates on the executive board of several food safety associations and numerous workgroups.
Angela participates as a subject matter expert on national food safety and training workgroups, including the National Curriculum Standards development.
Angela completed the one-year IFPTI (International Food Protection Training Institute) Fellowship in Leadership, Cohort 1 in 2010-2011.

John ArnoldJohn Arnold – Supervising Food Inspector

John Arnold has 28 years of experience with the Department of Agriculture & Markets primarily as a Food Inspector. He has worked in Kings, Richmond, Suffolk, Albany, and many other counties in New York State. I have managed the State’s Small and Exotic Animal Slaughterhouse program and the USDA Custom Exempt programs. I am currently a Supervising Food Inspector in Albany working on Policy and Special Projects.

Stephen KaneStephen Kane – Principal Public Health Sanitarian, Assistant Chief, Suffolk County Department of Health Services
Stephen Kane manages the Food Protection and Training & Plan Review Programs.  He has worked for Suffolk County for 23 years in the Department’s Bureau of Public Health Protection.  Stephen holds a B.Sc. from the SUNY College of Environmental Science & Forestry and is a certified NYDOH Food Service Inspection Officer.

Danielle MahoneyDanielle Mahoney – Director of the Office of Food Protection at the Nassau County Department of Health.
Danielle has been with the Department for 21 years as a Public Health Sanitarian. She spent most of her career at the Department as a Foodborne Illness Surveillance Officer and as a Supervisor.

Ira Cooperman is an assurance partner in the Firm’s Melville office and a member of the Food & Beverage and Manufacturing & Distribution Services groups. For more than 20 years, Ira has worked with manufacturing and distribution companies in the food and beverage and consumer products sectors. He advises companies on a range of financial matters in the food and beverage, industrial, pharmaceutical, and professional services industries, as well as private equity portfolio companies.

He also has a significant background in auditing employee benefit plans and is a member of the ESOP Association.

Thomas Donohue – Deputy Commissioner of Licensing

Tom Donohue is a 1986 graduate of Albany Law School. He has been with the State Liquor Authority since 1999, first serving as the chief prosecutor in the Authority’s Albany office. He was Counsel to the Authority from 2006 until 2009 and served as Special Counsel from 2010 until 2016. As Special Counsel, he drafted many of the recent changes to the Alcoholic Beverage Control Law, including the revisions to the winery laws in 2011, the farm brewery law in 2012, the farm cidery law in 2013 and the 2014 New York Craft Act. He was also part of the 2016 Chairman’s Working Group on revising the ABC Law and drafted the resulting legislation that including the changes to the Sunday sales hours for on-premises licensees. In 2016 he was appointed Secretary to the Authority and, responsible for the operations surrounding the Authority’s Full Board meetings. In 2021 Tom was named Deputy Commissioner of Licensing. He is a frequent speaker at industry events and has authored numerous training and guidance documents regarding the Alcoholic Beverage Control Law, including the Authority’s “Handbook for Retail Licensees” and “Manual for Law Enforcement”.

Joshua Heller – Public Information Specialist
Josh is a recent addition to the State Liquor Authority where he has worked in the Public Information Office since January. This is Josh’s first experience in state government having previously worked as a professional voice actor and broadcaster. He spent 12 years as a hockey play-by-play broadcaster on radio and television, most recently with the Albany Devils of the American Hockey League. Josh earned his bachelor’s degree in communications from Northeastern University and his master’s in public relations from Western New England University.
